BBPS (Bharat Bill Payment System) is India's interoperable bill payment network operated by NPCI (National Payments Corporation of India), mandated by the Reserve Bank of India. It provides a unified platform for customers to pay recurring bills — electricity, water, gas, broadband, cable TV, insurance premiums, loan EMIs, school fees, municipal taxes and more — through any BBPS-enabled agent, app or website, with guaranteed receipt and standardised complaint resolution.
UP17 Communication's BBPS Software enables you to become a BBPS Operating Unit (BOU) participant or to build an agent network that processes BBPS bill payments on behalf of customers. The software connects to NPCI's BBPS network (or an authorised BBPS API aggregator) and supports all BBPS-listed billers across 20+ categories and 200+ individual billers nationwide.
The business model is straightforward: customers bring their utility bills to your registered retailers. The retailer fetches the bill amount in real time from the biller's system, collects payment from the customer (cash), processes the payment through the BBPS network, and the biller is notified instantly. The customer gets a GST-compliant receipt. The retailer earns a commission on every transaction processed. You, as the platform owner, earn the spread between your API cost and the retailer commission.
BBPS has transformed bill payments in Tier 2 and Tier 3 India, where customers without smartphones or internet access rely on neighbourhood retailers and common service centres to pay their bills. A BBPS-enabled business serves a fundamental need, generating consistent footfall and transaction volume every month.
